Charges laid against seven individuals in Coquitlam RCMP’s Project E-Neowise

Coquitlam RCMP is sharing the results of Project E-Neowise which resulted in seven individuals charged and the seizure of guns, drugs, cash and vehicles.

In the fall of 2020, Coquitlam RCMP’s Drug and Organized Crime Unit (DOC) launched a project targeting known drug traffickers operating within Port Coquitlam, Coquitlam, Richmond and Vancouver.

In April and May of 2021 three search warrants were executed in Coquitlam and Richmond with the assistance of Richmond RCMP. Then again, on December 8, 2021, Coquitlam RCMP DOC and Uniform Crime Reduction Unit (UCRU) with the assistance of Combined Forced Special Enforcement Unit of British Columbia (CFSEU-BC), and Vancouver Police Department (VPD) DOC executed four search warrants in Coquitlam and Vancouver.

During the course of the investigation, the following were seized:

• 3 kilograms of fentanyl;
• 5.4 kilograms of cocaine;
• 866 grams of methamphetamine;
• Approximately 51,000 counterfeit Xanax pills (15.3 kg);
• 1.8 kilograms of MDMA;
• 828 grams of ketamine;
• 100 OxyContin pills;
• 8 kilograms of cutting agents;
• $164,455 in cash;
• 12 semi-auto carbines;
• 11 handguns;
• Various magazines and ammunition; and
• Four vehicles with an approximate value of $150,000.

On Friday, July 7, 2023 charges were laid against seven individuals aged 26 to 56 years old.

Coquitlam resident, Joshawa Hall, 27-years old was charged with:

• Conspiracy to traffic in controlled substances;
• Possession of restricted firearms with ammunition;
• Careless storage of firearms;
• Possession for the purpose of trafficking;
• Unauthorized possession of firearms;

Coquitlam resident, Owen Cooper, 28-years old was charged with:

• Conspiracy to traffic in controlled substances;
• Possession of restricted firearms with ammunition;
• Careless storage of firearms;
• Possession for the purpose of trafficking;

Coquitlam resident, Luka Cipin, 27-years old was charged with:

• Conspiracy to traffic in controlled substances;
• Possession of restricted firearms with ammunition;
• Careless storage of firearms;
• Possession for the purpose of trafficking;

Chilliwack resident, 40-years old, Christopher Abra was charged with:

• Possession for the purpose of trafficking;

Coquitlam resident, 30-year old, Katrina Desjarlais was charged with:

• Trafficking in controlled substances;

Alberta resident, 26-year old, Tanner Kadylo was charged with:

• Trafficking in controlled substances;

Port Coquitlam resident, 56-year old, James Gueulette was charged with:

• Trafficking in controlled substances.

Project E-Neowise yielded fantastic results with charges being laid against seven individuals, and the seizure of guns, drugs, cash and vehicles, said Superintendent Keith Bramhill, Officer in Charge of Coquitlam RCMP. The success of this project demonstrates the unwavering commitment to aggressively pursuing organized crime networks working within the Vancouver Lower Mainland. We will continue to enforce against the illegal drug trade and disrupt criminal networks often to create safer communities.
