Charges laid in fatal hit and run collision

The North Cowichan/Duncan RCMP is updating the public that after a lengthy and complex investigation, Crown Counsel has approved a criminal charge in relation to a hit and run that claimed the life of a 17 year-old woman on Trans Canada Highway on April 18, 2024. 28 year-old Ryan Mesa from the Cowichan Valley, has been charged with Fail to Stop at the Scene of an Accident Causing Death, contrary to Section 320.16 of the Criminal Code. His first court appearance has been set for October 15, 2024.

The North Cowichan/Duncan RCMP would like to thank the public for their assistance throughout the investigation.
